I think it's pretty universal that people think men can't/won't control themselves. I remember the outrage here in UK some years back when a judge suggested that a girl who wore a short skirt and no bra was partly to blame for her assault

Yeah, similar things have happened here. I think it's criminal when a judge goes lenient on a rapist because a woman happened to dress provocatively. It's as bad as the judge who gave a convicted pedophile a suspended sentence because he was too short to go to prison.
